Two proposals can both say “lead generation” while covering different work. One may assume a ready-to-use list, another may include account research. One may stop at a positive reply, another may qualify and coordinate meetings. Start by listing the responsibilities each proposal includes, the inputs you must supply and where the handover happens.
A contact export and a researched account universe are different deliverables. Ask what makes an account eligible, how the buying group is identified and which fields are verified. If you are buying a research-led programme, the output should help explain why a contact is relevant rather than simply provide an address.
Email, LinkedIn and calling each involve preparation, execution and reply handling. Clarify who owns sending arrangements, platform access, scripts, language review and scheduling. Check whether tool or data costs sit inside or outside the proposed fee. These details materially change the work being purchased.
Define qualified interest, a booked meeting and an attended meeting separately. Ask how account fit is assessed and what context will be supplied to sales. A headline meeting target is difficult to evaluate if the qualification criteria are vague. Reporting should show the stages, denominators and learning behind the totals.
The commercial case depends on contract value, margin, sales capacity, close rate and sales-cycle timing. Those assumptions come from your business, not an agency’s generic benchmark.
